UPDATE: Unidentified Substance Reaches Refinery
Response Concluded

At approximately 8:42 a.m. on Monday, March 19, 2007, a Shell employee opened an envelope that contained a white, powdery substance. After some investigation, it has been determined that the package was delivered through internal mail. The powdery substance appears to have been created when the contents abraded against the inside of the packing materials. Civil Support Team analysts have conducted chemical, biological, and radiological analysis of the substance, and results showed the contents to be harmless packing material.

Shell Puget Sound Refinery emergency procedures were initiated. As a precautionary measure, Shell's security professionals notified 911, and all appropriate agency notifications were made. Administration personnel were evacuated from the building, and it is anticipated that they will be allowed to return to their offices Tuesday morning.

The Skagit County Sheriff, Skagit County Department of Emergency Management and Skagit County Department of Health responded. Washington State Patrol responded with the Washington Military Department's Civil Support Team to assess the situation. The Health Officer for Skagit County has advised that appropriate steps were taken to minimize any potential health risks.

The refinery operations have not been impacted, and no employees were injured.
